Recruitera’s Manpower Plan helps you translate business goals into hiring targets.
It lets you define the number of positions each department plans to fill during a specific period — giving HR and leadership a full picture of headcount distribution, hiring gaps, and budget alignment.
Whether you’re planning quarterly, annually, or by project, your manpower plan becomes the foundation for all requisition requests and hiring activities.

Where to Find It
Go to your Recruitera Dashboard.
From the left sidebar, click Manpower Plan.
You’ll land on the main Manpower Planning Dashboard, which shows:
Current Headcount (active employees already in the system)
Assigned Budget (total planned budget in your manpower plan)
Need to Hire (difference between budgeted and current headcount)
Target Achieved (the percentage of hiring progress completed toward the budgeted plan)
💡 The Manpower Plan automatically syncs with approved requisitions — so as roles get approved and filled, your plan updates in real time.
Step 1: Start a New Manpower Plan
Click + Create New Plan at the top-right corner.
In the pop-up window, choose between
Let us start with Project Budget
Start filling Project Info
Plan Name — for example: “Project X Plan”
Time Frame — select a start and end date that covers the project
Add a reference code (not required)
Select all Departments included in the plan
Add all Company Locations that are related to the plan
Choose who shall this plan be visible to
Assign team member to their allocated departments
💡 Once done click on Next
Step 2: Upload Your Manpower Plan
Once you’ve entered your Project Headcount Info, the next step is to upload your manpower plan file — this is where you define your planned headcount per job and monthly distribution.
Recruitera allows you to upload your plan in bulk, making it easier to manage department-level hiring targets without entering each position manually.
What This Step Does
This section lets you:
Upload your total planned Project headcount per job.
Define monthly allocations (how many hires are planned per month).
Sync those details automatically with your department’s headcount dashboard.
Each upload file represents your budgeted headcount plan, which connects directly to Current Project Headcount, Need to Hire, and Target Achieved metrics.
Uploading Your File
Click Click here to download the official template.
Fill in your manpower data:
Save the file as CSV format.
Return to Recruitera and upload your file by:
Clicking Upload a file and selecting your CSV.
Dragging and dropping it into the upload area.
Once done, you can delete or re-upload. If you are sure of your data you cant click on Next
Step 3: Monthly Project Headcount Upload
Once you’ve uploaded your planned manpower data, it’s time to keep track of actual progress. The Monthly Headcount Upload step helps you record your current headcount per job, per month, allowing you to compare real hiring outcomes against your approved plan.
This step ensures HR, Finance, and Management stay aligned on how your hiring performance is evolving over time — department by department, role by role.
What This Step Does
This stage allows you to:
Record your actual headcount for each role by department and location.
Upload monthly data to measure hiring progress vs. budgeted targets.
Automatically update metrics such as Current Headcount, Need to Hire, and Target Achieved across your dashboard.
💡 Recruitera automatically compares your uploaded monthly data against your manpower plan to show real progress, gaps, and achieved targets.
If you already have your headcount plan in Excel, you can upload it directly:
Click Import Data or Upload Sheet.
Download the Manpower Template to match the required format.
The job titles and departments you have already filled in the previous step will be automatically logged in
Fill in: Current Headcount in your current month
Save your file and upload it back.
Recruitera automatically maps your data to the corresponding departments and positions.
💡 If there’s a mismatch, you’ll see a validation warning to fix
Step 4: Publish Headcount
You’ll be redirected to your Manpower Plan Overview page. Here, you can review:
Current Candidates
Assigned Budget
Need to hire
Target Achieved progress
You can track the plan as a whole and the plan /department as seen below
What Happens Next
After saving your plan:
Recruitera automatically syncs with your Requisition Module.
Any approved requisition linked to a department updates the Budgeted Headcount and Target Achieved metrics automatically.
As hires are completed, your Current Headcount updates too — giving you a live picture of progress versus plan.
